I'd be surprised if they didnt carry over every single inventory item to CS:S2. If they didnt it could destroy the economies of Dota2, TF2 and nobody would value or trust the items in CS:S2, making them much less money.
Transferring skins and the whole economy related to it will surely be a priority. One cool thing they might even do is transfer but discontinue most current skins which will make value of current skins skyrocket.

Valve WILL NOT delete your skins , it's obvious. They can't delete something that gives money to them , there is an entire complex economy behind CS skins, by deleting everything players will not trust Valve anymore , meaning : no truth = no money. Don't worry guys.

if they discontinue the old skins they would get to expensive for the steam market and steam could not make money from the sale so i dont think so
